Title: How would you go about getting this sort of effect?

Looking at the skirt - I assume it is a fishline hem?  Fabric cut shorter at the front than the back - and sharply gathered.  Organza, would you say?  What other fabrics could I use?

I did a simpler version using tutu net on this Tiarna inspired modern dress. Just gathered the net and attached like you would a stretch tutu but with the gap in the middle. I do like your version as its more graduated, although I don't like hemming organza!
