Put the two pieces together at right angles and then sew across the diagonal.
Trim off the excess.

Make sure your strips have the ends cut at 45 degrees.  Overlap with right sides together and make sure you have the little 'dog-ears' poking out on both sides.  I do it by eye because I know what a quarter inch dog-ear looks like, but I suppose you could measure.  Sew together with a quarten inch seam allowance.  Voila!

However, the darkside isn't really the place to ask about bias strips as we mostly use straight binding.  Bias binding is for curves which you very seldom have with patchwork.

As long as the binding strip is cut on the cross - ie at 45 degrees to the warp / weft - then it will have maximum curvability for dressmaking purposes. The advice about joining is the same.  I've always been a dressmaker so imagine my surprise when I joined the Dark Side and didn't have to cut binding on the cross!
