I want to draft a wrap skirt along the lines of Vogue 9209.  Do I need to add a facing to the open side with the pointy bit and buttons?  If I do I presume this will involve a lightweight interfacing as well?  And, finally, if I need to add a facing should it come all the way to the hem?

Yes,yes and yes. Weight of interfacing depends on weight of fabric.

Seconded! You will need facing and interfacing, and you should pick the interfacing based on the weight of the fabric.

Will you be lining it Jean?  If so, attach the facing to the lining.
