Unusual fabric

Does anyone know what kind of fabric is on the plate of this tutu?  It looks like circles of different sizes. I tried Google and found "3D tulle" that looks like of like it, but I only found butterflies and flowers.  Thanks.

To me it looks as though it's a flocked tulle.
Brenda.  My machines are: Corona, a 1953 Singer 201K-3, Caroline, a 1940 Singer 201K-3, Thirza, 1949 Singer 221K, Azilia, 1957 Singer 201K-MK2 and Vera, a Husqvarna 350 SewEasy about 20 years old. Also Bernina 1150 overlocker and Elna 444 Coverstitcher.

I agree  with Brenda, but, it looks to me as if silk rose petals have been added as well.

The photo is taken from the Royal Ballet's production of Don Quixote.  You can see more pictures here.  It is a beautiful costume and I should image quite expensive to recreate.

I take back what I said about flock fabric.  This one's a clearer image and it looks like separate flowers glued/stitched to the fabric.  Hours of work!

You guys are awesome!!  I may have to rethink even the simplified version I had in mind for my 12yo! I have neither the skills nor the time for something that complex. DD asked for something similar for Queen of the Dryads.  :S

This is a bargain on Etsy at $20 US per yard.  I think it would work.  Still considering whether I'm up to the challenge, but there's enough time between now and YAGP in February to screw up and start over several times!   :D :D :D
