What fabric do you think these frills are made from?

The blue is looks to be pleated chiffon with metallic threads. Probably nylon or poly.
It also has fine black netting on top of the ruffle, too.

this
. And I wonder if the dress part is a devore stretch mesh over nude, and just by itself over skin for the legs?

Thanks. Yes it was the crinoline that I was thinking of. Bit pricey though. I think I'll go with gathered or pleated chiffon.
I'm very excited because my snakeskin pattern fabric has arrived :-) It's sequins on mesh :-)
