Butterick B6069 View B - rescue or discard

I made this toile up in a nice poly-cotton lawn which I've had hanging around for years - in size 20W which I thought would be ok.
The fit around the hips is SNUG, to say the least.  I've made the seams really narrow but its still too tight.
But the fit around the bust / neck /shoulders is pretty good.

I'm wonder if I added to the sides with some contrasting fabric (not sure what) would it be worth it or shall I just write it off?...
I had in mind some kind of godet insert starting from the underarm and increasing to the hem  (it needs about 4" around the  hip area.

You could put some godets in the side seams..very Marcy Tilton

Would plain slits in the sides open it up enough?  If not and you do add godets in the sides try to add a little bit of that fabric somewhere else; cuff or neck binding maybe, to pull it all together.

The fabric is sheer and lightweight - as I'm mulling it over I'm thinking a toning coloured lining would do the job.
I'll cut out a pair of godets and see if that works.
