Too small sleeve and armhole

Too small sleeve and armhole

I am making the Angela Wolf Linda tunic which promised to be a simple job. With wovens I usually make a muslin first and so found the armhole to be too tight. When I measured the pattern, the armscye was about 1" shorter and the sleeve head  1 1/2" shorter than my other tunics. That's a lot. The rest of the tunic is a good fit.

How would you deal with this? I've added about 1/2" to the height of the sleeve cap, and both lowered and widened the  bottom of sleeve cap. This gives me almost the extra I need but I'm concerned it will make the bust area too loose. Obviously I'd have to repeat the lowering and widening bit on the bottom of the front and back armscye.

Is there a better way than this? I found a couple of tutorials but they only add a much smaller amount. And I'd need to size up considerably to get the armhole room I need.
