Why is it that patterns seem to change size between garments?  I have two pairs of pull-on trousers made from the same pattern but different fabric and one pair is a good fit and the other feels to have been made for someone else.

I'd say one factor could be the difference in fabric.

All fabrics behave differently.  You can have a great fit in one fabric and then another one will need some adjustments to the same pattern.   Weight, drape and stretch all play a part.  I’ve known people have to move darts to get a decent fit because their fabric was heavier and dragged the garment down somewhat.   It just something you get used to and have to be aware of.

Thanks for the answers but both the fabrics I've used are very similar in weight although one is a bit looser weave.

Water weight, undergarments, how long ago you ate, what you've been drinking, illness, medications...all sorts of things play a part.
