Is there any way to soften organza ruffles so that they lie flatter on the base skirt? This is a Tutus That Dance pattern. Thanks!

I don't think this one is too poofy, but DD does.

Not much you can do with the fabric but you could try top stitching about 1/4 to 1/2" down from the seam line to control it a bit.

I'd suggest doing what we do for ballroom, where we're always at pains to ensure we don't do anything to make the body look wider.
Instead of gathering the ruffles cut them out as circular strips so they lie flat where they're joined to the dress but flare out at the bottom.

Try steaming the ruffles. This can help.
