Well if he has the manual then he should know what the machine is actually called.

And in the first picture as  well @Greybird , looks like a hook of some sort with a ring on the end. Probably don't have a clue and  more interested in the selling and money than looking in the manual to set it up.

That looks like a 4 thread overlocker type machine to me, perhaps because I haven't looked for one 1 I wasn't aware there was a true feller available for domestic use. If you have a look on eBay there are a lot available but 99% are industrial machines and not even in my wildest imagination could I compare a proper one to that machine above. It beggars belief how people will try and con you doesn't it?

So what is a "true feller"? The 9200D is indeed just a 4 thread overlocker.

An overlocked seam and a (flat) felled seam don't look anything like the same though, do they?

Are sellers on ebay subject to the Trades Description Act?

Confusing an overlocker with a serger might just be acceptable - technically I think that serging means using the cutting knife as well as forming the stitches whilst overlocking alone doesn't; but generally it's just UK-US terminology - but to call an overlocker/serger machine a felling machine must surely break the law. 

Sowing machines and sawing machines also also technically incorrect descriptions, though most literate people will see that as spelling errors rather than a trully misleading description

If you type in felling machine in Google you get machines that .....fell trees!   :)
Other results are for blind hemmers . 
This Janome is definitely an overlocker as I’ve sold and demonstrated loads of them.

You don't need a special machine to sew felled hems though I think you can get special feet which do the turning for you.

shows how to make a felled seam - using a regular overlock machine.   Be aware though that  at 2:36 she refers to the back of the fabric when she actually means back of the garment.

In either of those methods you could use a twin needle for the second pass so that the left hand needle stitches in the ditch and the right hand one holds the folded fabric down.

Blind stitch machines have a curved needle which, when the tensions are correctly adjusted, just catches the fabric above a turned hem and the stitch is caught in place with a looper thread.

Industrial fellers for making felled seams (AKA lapped seams) are more like coverstitchers and can have one, two or three needles, but they have separate loopers for each needle and so make one, two or three lines of chain stitch but without the wide looper coverage on the back.
