Gingher is a US based company that makes high quality sewing scissors and shears and has done for decades. The company was purchased by Fiskars some years ago, but to the best of my knowledge, Gingher remains pretty independent and the quality remains high.
I have a pair of Gingher duckbills and they are very nice.

I've got Fiskars and Ginghers for cutting fabrics.  The Fiskars are great and cut out very well, but the Ginghers are fabulous and such a pleasure to use.

Well I've been disappointed recently with both Fiskars Amplify scissors and their thread snips but am in love with my 5" Ginghers. Can't believe both come from the same place so I'd say elephun is right.
