It isn't really worth not lining them, because it's so easy to do - at it's simplest you only have to sew a bag. They will look and hang so much better, block out more light and last longer.

There are fairly recent safety regulations about  the pull cords - you will need to make sure you use the right components in order to comply - especially as it's for a rental.

The Rufflette instructions will work for a lined blind. Once you have turned and pressed the fabric on the right side, just treat it as if it were one piece.

Edit: If you look at Merrick and Day's website, they sell both kits and components.

You can get complete kits  from Terry's Fabrics online. They have everything except the fabric (and they sell that too) and the kit includes all the safety fittings and full instructions.  Really easy.  I have even replaced the fabric on one, but it is better to change the cords if you ever do that. That's easy to source.

If you don't want to hand sew, the easiest way is to machine round 3 of the 4 sides, turn the right way out, press in the seam allowance on the open edge, and machine the Velcro onto that. As long as you press the seams carefully you can get a good finish this way, if you want to get the job done quickly. Machine on the tapes and job's a goodun'
