My initial thought was something like this

That is really interesting, love it! Though personally I would raise the sleeves so the bell stars just below the elbow and ends at bracelet length, I think it's a more flattering sleeve length and nice to show off the wrist.

I'm 5' 6", pattern size 16 on top, no defined waist, plus a tummy and bingo wings!
IMO straight skirts just emphasise the tummy, flared skirts are much better.
I have made this a couple of times and been pleased with it.

I have also hacked the circular skirt of the walkaway dress (front cut on fold and side or back zip) and it's worked well.

I like the bell sleeves on the Vogue dress above, but do you really want long sleeves in a summer dress?

You've described my body type! I find the fit and flare style works well for me and I've made this dress lots of times (well four anyway). View A worked really well for a posh do.

Oooh, that looks nice in a print, sewingj. I've been trying to find a pic of mine. It was on the TSF gallery but I can only find a slightly fuzzy pic at the moment.

I also have similar shape issues. I made this one:

in the cap sleeved version and it was very easy. Wouldn't be too difficult to extend the sleeves I don't think. It has been very wearable.

I have made this dress a couple of times, it is designed for 2 way stretch fabrics so very quick and easy to make up with the overlocker.
