I've seen this, which I love, on the Klasse website.

It looks to be a fairly ordinary plain jersey with a lace overlay. Suggestons please for a suitable base pattern. I daresay I'll have to fiddle with the overlay whatever I use.

If it just the base you want what about a t shirt pattern elongated. I can vouch for this one (https://www.lovenotions.com/product/laundry-day-tee-xs-xxxl) I have made 4 dresses over the summer and a number of t shirts, all go together beautifully and you can mix and match sleeves/neckline etc.

Thank you for the suggestions. On close inspection I think it's a basic tee underneath and the top layer is a tabard, possibly a separate garment, with princess seams with the lace only the centre front and back panels.

I like those sort of tops, but the problem I've found when thinking of making them, is getting matching lace, jersey, and often a fine muslin. The bought ones all tone perfectly, which is part of the attraction.

One of Peggy Sagers recent YouTube videos shows a top with an overlay. Not as much going on as yours @BrendaP , but the principle is the same. She uses a sheer, not lace, but the construction looks pretty straightforward.
I would be tempted to combine 2 patterns. A plain T shirt with frilled bottom, and the overlay done as a princess seam with side pockets added, before setting the sleeves in.
I would definitely do a toile though.
